Peening is not cleaning that happens to strengthen. It is a controlled plastic deformation of the surface layer, which leaves that layer in compression and so resists the crack initiation that starts nearly all fatigue failures.
Because the mechanism is mechanical, the media has to be round. An as-cut particle with a sharp edge indents unevenly and can initiate the very crack the process exists to prevent, which is why peening specifications call for conditioned shot without exception.
