In aviation the media is part of a qualified process rather than a purchase. The specification names the material, the size, the hardness range and the shape, and a delivery that does not match the specification invalidates the process rather than simply performing differently.
That makes consistency between deliveries the whole requirement. Cut wire starts uniform because every particle is cut from the same drawn wire to the same length, which is why peening specifications so often call for it rather than for cast shot.
