A chain's own-brand programme usually starts from a gap on the shelf: a price point below the national brand that still has to feel acceptable in use. That is a specification problem with a fixed answer at one end, and it is solved by moving layers rather than by negotiating.
Being able to move the stack is what makes that possible: core weight, SAP content, topsheet material and pack count are each a lever, and they do not all cost the same amount of perceived quality per unit of saving.
