Plastic is being designed out of packaging by regulation, by retailer requirement and by customer expectation, usually in that order and usually faster than the substitution has been worked out. The substitution is the hard part: paper has to protect as well as the plastic it replaces, not merely look better on a sustainability report.
In practice the substitution works format by format: honeycomb for bubble wrap, fanfold or crinkle for air pillows and loose fill, paper cushions for foam. Each has a machine, and each can be introduced separately, which is how most operations actually make the change without stopping.
