An access platform is a package rather than a grating order, and the components have to fit each other on site with no fabrication. Base plates in particular have to be drilled to the deck as manufactured, not as originally drawn.
Making all of it here means one finish across the assembly and one delivery. A galvanized deck with a painted handrail reads as two jobs, and it is far cheaper to specify together than to correct afterwards.
